How do you manage your characters? By using automated methods.

I saw a code on this link(https://github.com/fw42/diablo2) that manages characters. It used Perl, but can I use these codes to manage my users' characters? How do you manage it?

When I reach level 99, I'd like to re-level 1 and give a certain stat point and skill point instead.
