Help Making a mod for 1.13

Hello people. im sure people are already working on mods but i would like to say i am working on a mod for patch 1.13 and if anyone would like to help me it would be helpful. my mod is going to be called. Honor Upon Greatness. i started mod making about 3 weeks ago. thanks to the phrozenkeep. The help im needing is with trying to make -New area's- like new starting place and dialog and what not. I've downloaded some plugins from here. but still cant quite get it working.

If anyone is willing to help me make this mod and give me a few tips along the way it would really help me and kind of keep my determination up.
