Red Lightning Caster?

What is this stuff ? is this good or not ? cause the dmg displayed on this stuff is low but it has very high req on str,dex and lvl . Well , im still on lvl 34 and almost running out of space in my stash , so if this stuff is not worth im gonna sell it unless this stuff has some purpose for something , so......???

The damage is low but dealt per frame, it allows you to cast (infinite in the latest release) amounts of diablos red lightning, the faster you throw the more damage you do, its like a instant firewall.

Using double throw with this weapon is a deadly combo.
