Oskill only mode ?

What do you guys think of an "Oskill only" mode ?
Skills would be randomly found along the way in either charms or unique objects.
This would allow any character to have 'any' build doable and add a 'random' difficulty in the game ( yeah what about being a barb starting with a caster skill ? )

Let's say we start with :
- 5 cold cast skills
- 5 fire cast skills
- 5 lightning cast skills
- 5 magic cast skills
- 5 crowd control skills ( stun , freeze , slow , kb .. )
- 5 trap-like skills
- 5 direct dmg melee skills
- 5 melee skill with AoE
- 5 bow skill
- 5 throw skill
- 10 summon skill
- Other random skills ( like some skills that would buff elemental dmg on melee sk etc .. to complete the skill list )

Characters skill tree would have buff / passives / specialities (melee/minion/cast related passives ) / minion support.

charms / items would be dropped and be balanced this way :

- act 1 norm drops lvl 1-2 skills
- act 2 norm drops lvl 1-4 skills
- act 3 norm drops lvl 1-6 skills
- act 4 norm drops lvl 1-8 skills
- act 5 norm drops lvl 1-10 skills

- act 1 nm drops lvl 10-12 skills
- act 2 nm drops lvl 10-14 skills
- act 3 nm drops lvl 10-16 skills
- act 4 nm drops lvl 10-18 skills
- act 5 nm drops lvl 10-20 skills

- act 1 hell drops lvl 20-21 skills
- act 2 hell drops lvl 20-22 skills
- act 3 hell drops lvl 20-23 skills
- act 4 hell drops lvl 20-24 skills
- act 5 drops lvl 25-30 skills

Since we don't have controle on skill points the item gives while leveling , that's where passives/buffs/masteries are important. Skills will also scale with energy / str / dex so it will get better while leveling. ( Ever saw a mana build barbarian ? )
