[Request] 1.13c Disable skill respec from token of absolution

Hi,
as you can read from this topic subject I would like Token of Absolution to be used only for respec STATS. A new item with this properties (such as a potion or a scroll) would be fine as well. The patch version is 1.13c
i got some useful information by this topic

However, i have no expertize/time to reach my goal.
