This was not done for plugy but @Onyx managed to put some of the d2mod system dlls into his back to hellfire mpq. The mod came with a custom exe though that is probably handling this. D2SE blocks this feature as it handles the saves in it's own way. if you use plugy without D2SE ActiveSavePathChange works fine

1. the files are fine. I just downloaded them and extracted everything without any problems. try using a different browser or archiving tool.

This is an in-memory address. To get the dll-offset you have to subtract (e.g. with the windows calculator) the base address for the respective dll:
so for this example it should be: BE37A (not tested)

I'm not sure about this setup but it seems wrong to me. I would suggest moving either the dll to the "Mod PlugY" folder, or the other files from there to your "Diablo II" directory.

you can start plugy from any folder you like, so this is ok. But the plugy.dll is definitely missing, so you should download and extract the zip file version of plugy again (I don't recommend the installer)

He already has a fully Russian localized game. He is asking about the strings that were added by basemod like "ITEM LEVEL:" and "MAX SOCKETS:". The mod you linked will provide russion translations for the original game text

Why don't you use the d2multires port for 1.13c which works with direct2d? Works with plugy, basemod and d2se and produces no exceptions on game closing
