Apparently this is one the most difficult edits in the game, due to so many factors affecting chance to hit.
The edits need to be made is A LOT of places in various .dll

What do you mean when you say "trying to clone prime Evils"? You should NEVER touch any of these columns, especially in the FIXED monstat.txt. When I assign the town portal skill, the skill counter keep decreasing when I use, even though the scroll number of the book in the inventory remains constant.

The "Triggered" section is what procs the "Chance to cast this skill" on hit. You notice it says "2" right? This is referring to the center 2 arrows of multiple shot. Did you try adding more melee event trigger? If you look at duriel charge or viper charge, they have more event triggers in their sequence.
